Description:

On April 27, 2003 at 17:28 EST, the NRC received notification from Bouchard Transportation that the barge B 120 discharged an unknown amount of #6 oil. The spill was discovered approximately 16:46 EST while the barge was en route Philadelphia to ESCO Terminal in Sandwich, MA to offload. The NRC later received two pollution reports, via U.S. Coast Guard message traffic generated by Coast Guard Marine Safety Office (MSO) Providence, that the vessel possibly discharged up to 350 barrels of #6 oil from their cargo tank which contained 97,000 barrels of the product. MSRC, Clean Harbors, and divers from Frogman Dive Company were hired by Bouchard Transportation. The divers reported an 11''- 12'' longitudinal fracture on the bottom plate of the #2 starboard cargo tank. Over 1,500 feet of 16 inch boom was deployed around the barge's stern in attempt to contain the material, and barge B 10 is en route from New York for potential lightering. A safety zone was established in the vicinity of the barge and Cape Cod Canal traffic has been rerouted. Bouchard Transportation has staged 2,000 ft of shoreline protection boom at Woods Hole, MA for deployment if necessary. CASE PENDS.
